Just a tool I have overlooked and I assume other's have too, when your arms are to close to your torso for a fitted outfit and the weights get messed up on the arms.
I didn't apply it the second time, in case you missed that you do have to press the Arms button to assign it to the arms before pressing apply. It will turn a Yellow color and then you'll know the points have been assigned to the arms
I got better results using the feature "select preset from file" in this same "transfer skin weights" tab. Instead of clicking on "lateral partitioning", click on "file" and find a "slim trench coat" in your content directory. This cloth comes for free as part of essential cloth pack. Hope that helps.
Great tip. I kinda found a hack where u can just blast over that under arm stretch with the smooth mesh brush tool. It kinda f*cks up the texture map but its not too bad when under the arms and on a plain type fabric.
