Superman's powers are the result of him absorbing energy from the sun, in the beginning of the episode a comet collided with the sun creating a massive solar flare which for a few days caused his powers to become erratic and unreliable, causing him to lose control over them, boosting them to uncontrollable levels or going away completely within moments (often at the worst possible time) hence why one moment he can't lift the tractor and 10 seconds later he nearly tosses it into orbit.
