In the comics he’s the guy who assassinates Captain America after he surrenders at the end of civil war (and don’t come to me with that bullshit about “oh it was actually Shannon Carter that delivered the killing bullet” that was just bad writing all around).

Most of the villains from Civil War were pretty underwhelming. The movie was still good though, mainly because the trailers told us it'll be a hero vs hero movie. Zemo better get his iconic mask if he returns though.

To be fair, in RLM's unboxing video they had about 11 - 12 dollars worth of stuff while that Marvel Box had about 18 - 19 dollars worth of merchandise, so you're still getting ripped off at the same rate.
