This is shown when Rohan uses his stand on her, even though she's a ghost. Also, DIO in part 3 cannot use Vampire abilities because he's using Johnathan's body, which rejects him.

You know, Dio actually loses to quite a lot of things. I once made an argument that a Heavy + Medic combo from TF2 stomps Dio unless he uses his ability to run away and not engage at all. Minigun and invulnerability to physical damage is something Dio just can not beat.

in part 7, Diego Brando explains that its not 9 "seconds" but more a certain amount of effort/stamina that rounds out to 9 seconds on average. you could argue that its an alternate universe version of dio, but we could say that cutaways are also alternate universes so its a coinflip

Peter has not one, not two, but five minimum stands. His Regeneration allows for mitosis type splitting, and his teleportation and Gravity manipulation are possibly a singular one if you wanna make it simpler You might wanna Count "Shadowy Spirit Friends" as a singular stand, being able to drag anyone anyone away into the horizon and presumably to hell, albeit only in situations Peter deems dire. Peter also has been shown to have enough resistance to withstand actual nukes and re-entry from orbit, along with another to rewind, stop, and manipulate time at a whim. This is just the slightest minimum powers he has. Also Peter has literally met God and Jesus on the regular i think he's good

based on what we can infer about the nature of Stands and the supernatural in Araki's works (the definition of Stands; the interaction between Stands and the Golden Rotation; Ripple Mastery manifesting as Hermit Purple, and other masteries manifesting in other such stands; Stand Users being able to see ghosts; the concept of Curses manifesting themselves as Stands like the Milagro Man), it'd appear that Stands are merely one way of expressing a much larger supernatural truth. A truth with more than one application and path to understanding it, as Hamon practicioners, Spin practitioners, and that one alien from Part 4 have shown. As such, I put forth the notion that Peter's spirit fellas should be seen by Stand users, and that Stands (being the manifestation of one's own soul/fighting spirit) can assault them as well.

There are some things to note here: 1. DIO in part didn't use his vampire powers on Jotrao because they would be totally ineffective on Stands. Outside of extremely niche situations where he could use the Space Ripper Stingy Eyes that never came up in that fight, any time he could use his vampire abilities it would be more efficient to just use The World to punch Jotaro 2. Given Stands like Heaven's Door are able to work on ghosts, it's very likely The World could just punch the otherworldly spirits to death. 3. You mentioned DIO's ego, but you failed to mention Peter being, well, an idiot to put it more politely than the show itself would. Sure, he could stop or rewind time, but these are powers he's used once each in 22 seasons. The man mistook a a computer for a toaster, forgot how to sit down, and couldn't remember what color a firetruck was. It seems very unlikely that Peter would even think to use most of the powers mentioned here. In direct fights he mainly just punches, which is a strategy that simply wouldn't work against DIO due to Peter's far inferior strength and speed. 4. As you mentioned, the whole cutaway gag thing is very likely non-canon due to that episode being a dream sequence. And breaking the 4th wall isn't inherently a useful power, characters in JoJo itself have done it (Like ZZ and Jotaro's conversation during their fight). 5. To counter the "Oh, he has Toon Force, he can do anything as long as it's funny" argument that some people might bring up, Peter Griffin is an abusive father and a terrible person who regularly beats his family. I think it would be fucking *hilarious* to see DIO beat the shit out of him, and a lot of other people would probably think the same. Humor is subjective and is based mainly on context, this type of thing (If it was even a real ability, which it isn't) is so variable and unpredictable that it may as well be a non-factor, like assuming that a character's atoms would move in such a way according to quantum physics that they'd fall into the floor and die instantly.
