It's just a reference to the system in Dangan Ronpa 2, which had Hinata collect the underwear of people he bonded with. They went back and added this mode into the first game before releasing it internationally, so it has the same kind of system.
This "making friends" mode was originally in DR2, and then they added the same feature to the Vita version of the first game. Yeah, you get everybody's underwear there as well :))) In other words, Obtaining someone's underwear = Unbreakable bond of Friendship XD
