Convention last month, he said that he hadn't been asked and didn't know if he would be.. if you listen to past interviews where people have been asked to return they skirt around it. He said outright, and when he was chatting with Billie at the bar he was saying he was hoping to be asked but only if it was a multi-doctor storyline as he wouldn't want to come back and step 'into Matt's territory'.
technically he only has one regeneration left because he used up one in Journey's End, but was able to keep his body by focusing the remaining energy on his severed hand.
