The reason the Qing did nothing is because they where actually the strongest Empire based in China, ever. The Qing defeated all the traditional enemies of China and couldnt imagine that they would be crushed by europians who came from the other side of the world.

The only thing that is not true is that the spanish empire fell because of the economy. Yes it mattered but not for the reasons that are listed, the economy mattered because spain got destroyed after the independence war, the economic problems got solved in the 1700s by the bourbons with the "Decretos de Nueva planta" which updated the spanish economy making it for a couple of years the most powerfull in the world again. I would have put the spanish empire maybe under the "political" branch of fallen empires; the bad management and poor decisions taken the crown + the interest of other countries like the UK or USA of an independent American continent + the ideas that the french revolution brought to the new world + the independence of the usa making people see that THEY could be independent too. There are many reasons as you can sed but economic was not THE one
