I have the jet pack plan and it gives me the option to put it on my ultracite armor but even tho i have the materials it wont let me its driving me up a wall

If I don’t have the base jet pack plan already learned but I buy the alien invader paint for my power armor. Will i be able to craft the alien invader jet pack? Or is it just a skin for the jetpack. Cause I don’t have the jetpack learned yet

Can it be applied to secret service armor?
