The filming crews roles are inconsistent. That's one of the major flaws. Sometimes the crew is omnipresent and no one cares about them.(can even film sex). Sometimes people care they're there.

I think they replaced it with the CPR class scenes. Which might have helped people despite Dwight and Michael's stupidity. Either way having a character trying to defibrillate people as a joke might've ended up with some dumb kid doing it so I get why the cut.
Probably because having Michael come pretty close to accidentally actually killing someone was a bit too far, and would make him seem more insane than charmingly stupid and insensitive.
It would redefine his character entirely seeing how serious it was. Even someone like Dwight who tranquilized Stanley with I think a bull tranquilized, started a small fire as a fire drill, knew it's not something to play around with.
The only reason why this was cut is because every episode can only be 22 mins long. Every episode has several minutes of deletet scenes for that exact reason.

I have watched and laughed at this deleted clip so many times that I actually got confused when it appeared in my feed again as a “deleted” clip. But even within those moments of confusion, I watched it and laughed again.
