For the sprinkler, you can actually add another floor above and it works. I have a greenhouse with trees on the roof, and bumping my sprinkler to the half wall height gets the roof too.
At some point, I jump while throwing my hook which makes it go far away and while you move whilst the hook is in mid-air you can still move the hook left or right until it touches water.

From personal experience on my current multi-storied raft, it does. I tend to do my hook-throwing from the upper floors since it lets me snag things further out. I'm not sure what the exact difference is per floor though so it'd be interesting to see a video made that tests it
