1. Units investigating police misconduct should not be part of police. 2. Policemen should not be considered superior witnesses in court especally without audio or video evidence. 3. Police officers should be periodically screened for psychopathic behaviour by independent shrinks. If found to be psychotic they should be immediately dealt with. 4. In case of subsequent court payout to the victims of police misconduct or their heirs, involved policemen (or even entire organisation through its pension funds) should participate in expenses in some kind of capacity. 5. In some countries legislations there are terms lke 'qualified immunity' or even 'absolute immunity' for government officials. Such exceptions shouldn't exist. 6. Boycott or otherwise sanction law firms or any other bodies that protect and promote police impunity.
For 1 the Internails Affairs is separate from the main police and only job is to investigate police actions and are geted hated on by the police for doing their jobs Also of course the people making sure the police did the correct actions should be police because they have to be experts in what they do wrong If a officer gets off on something they should have not that a problem with the rules and system itself so then it up to lawmakers to change that The IA makes sure the police don't do any wrong that according to what they learn they cant change it. Saying police investigated themselves and found they did nothing wrong is stupid and oversimpltion saying because it ignores that real problem that it the law that allows them to get away with it not the people who have to abide by it

The police see crime, they respond. If this was my neighborhood I would've given even worse treatment . Because context is not there. The context being the city council was crazy enough to allow these people to tag the walls.
