Seems like the noise you’re hearing is air leaking from your boost leak. It’s pointless to tune when you have vacuum/boost leaks. Also need to make sure you don’t have an exhaust leak pre wideband. Jafro has great videos.
I created my own boost leak tester, but the psi gauge is not going up when I pump it. I tightened the tube as much as possible, is there any other area that needs to be closed off?
have you checked your throttle body seals? i replaced mine with mach IV seals, had a hella boost leak, fixed some of the leaks,also the nipples on the throttle body they all should be either capped or connected to something, also spray the intercoolers with soapy water, they tend to crack alot, and the air line going to the waste gate actuator.
