You are right. But actually she is trying to cut the dead skin layer of proximal nail fold. From the very first step, she tried to push the proximal lateral fold up in order to making the dead skin layer more visible. I did have the same thinking as you and was wondering the same, but if you watch the video titled 7 mistakes you will know.
That’s not the cuticle! It’s the proximal fold. It’s living skin and should not be cut but gently pushed back. The cuticle is the white substance that forms between the proximal fold and the nail plate.
