Mohammed Hijab claimed in a video that the “Khimar” mentioned in verse 31 & the “Thiyab” mentioned in verse 60 of Surah An Nur is the same thing, therefore when someone says that covering the head isn't mandatory according to verse 31 they must mean that old women are allowed to expose their breasts in public as verse 60 says that old women are allowed to take off their thiyab (and according to Mohammed Hijab, Khimar = Thiyab).
This is a wrong understanding. Dr Shabir Ally explains that “Thiyab” means an outer garment or a cloak, which was worn over the house dress. The “Thiyab” is not the “Khimar”, they indicate different things. So no, people who believe that hijab isn’t mandatory don't claim that old women can expose their breasts in public according to verse 60, because Khimar ≠ Thiyab.
