I am part 107 certified. I live in a new development and have been photographing homeowners roofs to check for damaged tiles. I provide this service and return after the repair to verify it was done. It’s a valuable service the homeowners depend on me to do, and by grounding the drones the developer will get away with defective construction.

I've been saying this for a while now. This attempt to ban citizen drone operation is ALL ABOUT American greed. It's that simple. My DJIs aren't flying over, or even near, sensitive air space or infrastructure. Why? Because it's already not permitted. If they want to ban DJI and other China originating products, then let's just GO FOR IT and ban EVERYTHING that has ANY component manufactured in China.

On one hand certainly yes. On the other, protection of the public is not a catch phrase. A bad survey could ruin someone's life if they invest their life's savings on a bad deal. If it is a LICENSED surveyor's fault you have recourse. If you have an amateur at fault there is no recourse. If they don't have a license they won't have insurance either.

As a Landscape Architect there are many times I need site related information such as topo or for inventory purposes that hiring a surveyor is not needed. I disagree with all mapping being performed by a surveyor. I do my own topo surveying with a laser level when precise data is not necessary. The drone offers me the ability to map the site and choose which information is important to the specific project. I would not perform a boundary survey as that is something that could end up in court, but to say pilots can not perform their own topo, inventory analysis, cut & fill calculations is ridiculous in my opinion. It will only add to the costs of many projects and extend the wait time unnecessarily.

I have a life time of building, and flying model aircraft of all sizes, Part 107 certified sUAS pilot, F.A.A. certified air traffic controller, former US Marine, and this bill is very disconcerting. It will basically destroy a hobby and/or possible business that I consider a earned privilege through out years as a PROFESSIONAL Pilot. I believe this is counter to the FAA act of 1958 that states emphatically " to provide for the regulation and PROMOTION of Civil Aviation in such a manner as to best FOSTER its development and safety, and to provide for the safe and efficient use of the airspace by both CIVIL and military aircraft, and for OTHER PURPOSES....whats next any hobby or business with Chinese manufactured equipment.

I completely agree with mapping having to be done by an official surveyor... at least any mapping that would be done and used for legal purposes. The problem with a non-certified surveyor is when it comes to property boundries and other such situations where someone would try and use the data to dispute a boundry or other related dispute. If you aren't certified your data won't hold up in court. .. Now if you're simply offering "general" mapping services for someone to get an overview of their property then no issue as long as it's stated that it can't be used for legal disputes or in court.

I agree. My Dad used to do that kind of surveying on the ground for people who just wanted to know if proposed buildings would fit in setbacks, or suspected an error in their survey. If he found something and they wanted to pursue it they had to hire a licensed surveyor. From those days I can certify that many "licensed surveyors" don't even do basic math checks, much less accurate surveys.

Please consider the long term ramifications of targeting specific manufacturing and product development entities. Where does this type of unfair targeting of a successful and technically superior product end? More importantly, what precedent does this set? This misguided and blatant attempt to exclude a very successful and superior device flies in the face of the very platform that our capitalist economy rests upon. Competition in the marketplace fosters innovation, growth, and profit. There are negative consequences to allowing “monopolistic” practices, which is really what is behind this attempt. This feels very much like the “McCarthyism” of the 50’s. Fear mongering does not make our nation stronger and safer. The hard work of our people, anchored by a free society, fosters our continued growth, safety, and prosperity.

Can you clarify for me? In 5 years the bill will ban use or ban import? If use, it seems difficult to police. If import only, it seems like there will be a run on DJI drones. A spike in sales...now.

As our world evolves and technology changes the way we do things will also change. Just take the computer, there are lots of things we can do ourselves now that at one time we had to go to some specialist to have it done. Drones are no different and if a Part 107 pilot can do a property survey probably at a much cheaper price then a surveyor then the surveyor needs to upgrade and get a part 107 license. Just think of how many jobs that have been eliminated due to technology. Look at the job of a trash collector when they had three people on one truck, one driving and two dumping the trash in the truck and probably many are suffering from bad backs today. How many paper boys do you see today. Things are changing. On another matter we have certain people that seem to want to control the lives of others and more of them seems to be popping up everyday.

Here's a thought... DJI wants help from Pilots, so let's help each other. Release the SDK for the Air 2s! We can already use Dronelink for autonomous fights, but I'd rather Drone Deploy, there are less hiccups. Having said that, there is no way that I am buying the Mavic 3E unless A. I win a significant amount in the Lottery or B. DJI has a big price drop! We all know that the latter is less likely! DJI is too damn greedy, they're already at the top of the market by far... REWARD YOUR CONSUMERS!

The problem with the NC No Mapping is that drone operation should very much remain a trade skill. This isn't and shouldn't become yet another victim of what I think of as academic kidnap. This has happened in far too many fields that once upon a time were practiced by skilled people who'd actually spent their time in the trenches (so to speak) of the work and accrued expertise and knowledge allowing them to advance in their craft standing and reputation. Surveyors pour over records and find bench marks and property pegs...They do not fly around taking images (moving or still). That is NOT their craft. This same shit happened not much more than 100 years ago when master builders were those who designed marvelous structures (many of which have stood for centuries and even millennia). The craft of master builder was hijacked by some jackass who decided to make "architecture" an academic pursuit, so that new class of professional could obtain some weird elite standing, wear arrogant glasses, and act irrationally pompous.

I’m so proud I became American Citizen as I come from a totalitarian regime but going through all this is really disappointing. Makes us look like we are unable to cleanly compete so just ban what we’re competing to. Sounds like some freedom is being taken away. It’s a gift to our laziness and status quo. No different to a money handout that goes against quality at the end of the day. Where’s the free market way of living? At this point I don’t know if it’s a waste of time submitting petitions to our representatives after they already came back to me with a bunch of “reasons”, basically telling me to “f… off”!

By being tough on “Chinese drones” (or just China) they win 100-1000 votes from people that don’t have drones and hate China, but they may lose the votes of 5 that do. And they get huge contributions from drone companies that want to charge more and still be competitive, and get government grants. You pay them to create more expensive products and make more profit and get re-elected, while you go out of business. They offshore manufacturing, logistics, and support, so you can’t even benefit from those jobs. That’s the new American government model.

@@patrickdonegan9559 It came out 6-7 months ago but I just recently bought mines 3 days ago. I have no idea why they call it the Dji mini 4 pro. Could be due to the amount of autonomy it has or the omnidirectional cameras for collision avoidance. I purchased it over the 3 to track me as I ride and other features. I didn't get the version with the screen in the remote after seeing users talk about it being slow vs a phone.

Your Soundbar isn't sending data back to the Chinese Communist Party. DJI has admitted they have to turn data over to the CCP when requested. They could move their operations, but I'm sure the CCP wouldn't allow that. The data the CCP is getting on every western nation from DJI could be problematic in ways hard to imagine.

Regarding the mapping in NC, as an engineer I understand that the data needs to be read and interpreted by a licensed professional. Just because someone has the tools does not make them qualified to do professional surveying work. It's another thing if he's simply collecting the data for a licensed surveyor for them to interpret, in which case this should not be an issue. Surveying firms hire unlicensed individuals to collect data for them all the time

I suspect his error was in giving some sort of accuracy statement beyond “photo resolution of Xcm/pixel. But here’s the deal. I learned to navigate aircraft when airliners had navigators on the crew and we used sextants, dead reckoning, radar, etc to determine our position. Today modern technology lets you pull your phone out and get a position within a few feet. Aviation tech is even closer tolerances. And so those surveyors are desperately trying to hold on to their livelihoods which are an archaic artifact of history.

I think we are in the window that is going to be never again much like us having the freedom of living before social media and cell phones. I agree with what you say but as I'm 77 years old, Part 107, retired Air Force, the drone (business/hobby) is not the only thing going to the wayside. All we have to do is look around and see how much of our lives are being taken away. I am in no way trying to be political, you don't have to get political to see what's happening to our world. Our biggest lose is common sense.

The Surveyor Association of North Carolina is very protective and went after the GIS profession around 20-25 years ago. I think the final agreement was if you are a GIS professional with many years of experience, don't mark your work as certified, registered, or denote any degrees of accuracy.

Hey here’s an idea ban a drone company that has no ill will towards this country that comes from a country that is on questionable terms with this country. Their majority market is here in the US where clearly they have earned the right to be called the leaders in the drone industry worldwide. Now picture this somebody comes along and takes away your market share by force. What options do they have left. Currently consumer drones which we’ve all seen have been used with devastating effects in the Ukraine and Russia with little modifications, can you imagine what DJI could do for the military sector. That sector being China and any other country other than the US that wants to purchase a drone of this caliber. If DJI wants to survive as a company they may have to sell their products to other markets and as for military or whatever the purpose they may not have any form of tracking or registration, I mean seriously you think the government registers their spy drones. Just like black market guns black market drones could eventually become a reality opening up a whole new world of devastation to any country. Ours being the most likely target as these stupid politicians with their heads up their asses can’t leave well enough alone. There’s going to be a lot of angry people out there if they pass this ban and who knows what they may do in response to this ban. I’m picturing kamikaze drones at politicians homes and government facilities. That’s our own people and that’s not to say what terrorists or anyone else wishing to make a statement could do. They claim to have made advances in drone detection and defense but the truth is a drone can fly under the radar and without FAA regulations these drones would be invisible until it was too late. Good job to all those who oppose DJI drones and any other Chinese drone company for giving supporters of the country a reason to dislike you. Change starts with people but when you indiscriminately single out a group because of where they’re from then I don’t know what to say about that. We all know about that in this country. We even went to war with a man like that, what was his name Adolph something or other. Post a list of these politicians and let the chips fall where they may.

It should not be the fact that he's a drone pilot but rather that he is not a licensed surveyor. Surveys are often used in legal documents which is why the methods should be approved and surveyors licensed. Even if a survey is initially just for private use it often, inevitably, ends up as evidence in legal proceedings.

The NC case is not an over reach. This case is centered in the profession of surveying, the drone use is secondary. This is somewhat common to see individuals providing surveying services without a license. He will likely lose his appeal.

​@@PilotInstitute It's not unusual for the government to come up with it's own definition of something and the government's definition is usually counter intuitive to everyone except the government. This is how people get charged with driving while intoxicated for sitting in a parked car on their private property, with no intention of going anywhere. The car could even be disabled literally unable to move but the government doesn't care. People even get DUI for utilizing something like a scooter, bicycle or wheelchair Because those things meet the government's definition of a vehicle.

If the data is presented as a survey I would agree. However consider this. In USA if one provides a value on piece of real estate they need a real estate appraiser license. At the same time any real estate agent or broker can perform a BPO or CMA. Broker Price Opinion - Comparable Market Analysis. The BPO or CMA never comes to a value conclusion. Every appraisal does come to a value conclusion as of a specific date. Appraisal(licensed to render value opinion and provide other services) - Agent/Broker(licensed to sell real estate and provide other related services). Surveyor(licensed to render professional survey and other related services) Part 107 Drone operator ( Licensed to fly drone and provide varied services suited to the device ). IOM the Part 107 mapper should have to provide whatever data they provide along with a disclaimer that it is not a survey, does not replace a survey, and that a survey is up to the client should they need absolute accuracy from a licensed survey professional. If the drone pilot presents themselves as a surveyor or does not make it absolutely clear they are not surveying then I feel they are in the wrong. The analogy is. Appraiser - Value = XXX$ on YYYdate. Agent -- your property looks like we can list for a range with a $50K spread. Surveyor - These are the specific boundaries of your land. Drone Pilot - Your land runs near this creek, you may have 100 yards between the big oak tree and your soy bean field. The big grassy area looks to be well within the boundaries of your property based on the deed narrative. Only a survey can tell for certain. So for the Drone operator I would say if they are providing high detail, claiming high accuracy --AND-- are doing so along borders, then they are pretty much putting themselves out as surveyors. IF however they know they are well within property boundaries AND/OR they disclaim the accuracy of borders. Then it should be ok. It boils down to client needs and clients being informed as to exactly what they are getting. It's not just the drone pilots, it's the clients driving this also.

Hi I am the pilot in NC that the "mapping case" is about. Just fyi, its not that cut and dry. I was not trying to provide surveying services. I was trying to provide progression maps for construction sites. What the NC board stepped in and did was...said that I could not deliver any map (even with a Legal disclaimer saying this is for visual purposes only and not surveying and I am not a licensed surveyor) to any customer. Meaning drone deploy offers a subscription that anyone can subscribe to, you do not have to be a licensed surveyor to subscribe or use these tools. There are tools on their website for measuring, volumetric etc. I was using drone deploy to create the map for construction sites to watch the progression of their job, no measurements were being performed. The NC board of surveyors stepped in and said...."Due to these tools being available, Michael (me) cannot deliver any photos with gps data in it. (All photos have gps data in them) to any customer because someone may use the tools from Drone Deploy to measure and then submit it to the state to get a permit, build a building that may fall later and harm someone. Which is not possible because you can't get a permit unless the "surveyor" is a "licensed surveyor" which I never claim to be not to mention have a disclaimer saying that I am not. So basically because Drone Deploy has these tools available as does google maps (measuring distance). The board says the only way I can deliver a "photo/map". Is to remove all the dat from the photos before I deliver it to the client on the account that they may go use the tools that Drone deploy offers. So to parallel an example. It would be the same as the state stepping in and telling a hardware store.."you are not allowed to sell hammers anymore because someone may go use that hammer to harm or kill someone, even if you have a disclaimer on it saying "this hammer is for building and carpentry work only and is not to be used for a weapon." It makes no sense and is clearly a government entity that is over reaching their authority. The story makes it out like I was delivering "surveying information and trying to pass it off as an "official survey." Which couldn't be any further from the truth. Take it from me, because its my company and I am fully aware what I was offering and the steps I was taking to make sure people knew "this was for visual purposes only." There are 40 some odd states that have no problem with their drone pilots doing what I was doing and they have never caused public harm or caused any danger to anyone. They also state that I can't even take photos using Drone deploy even if the client themselves have their own subscription to drone deploy simply because the tools are available on their platform.🙄. NC board of surveying are just over reaching their authority. Thats it plain and simple. So please know the whole story before you comment on what I was doing. Believe it or not..."The media twist and misleads information."🙄

I am retired, but was involved in initial GIS efforts in West Virginia just before the state capital power brokers took over. “Professional” Surveyors organizations are in the business of preserving their monopoly. Long before this I knew an academically trained surveyor, who could never quite pass the licensing test. It turned out the surveyor, who would be in direct competition with him was the test scorer statewide!

My little drone was bought yearsssss ago..has no name on it nor serial numbers. Ever since i bought it to add to my personal photography tools, this bs with drones has been going on. Ive been gone from this arena for years now because it is clear that someone is killing the drone industry. Everyone has security cameras on their homes, cameras on their phones, but god dam if you got a lil toy drone with a camera for personal photography or fun.

I fly pro almost every day(always legal) so I hope they won’t ban that. If it costs more, pros will just need to keep their pricing updated accordingly and make sure our clients are educated on the increased costs and restrictions. Pls don’t take our jobs away!

They can easily pass this with earmarks which is the scary thing. Remember they passed legislation that allows for companies to take your house if you stream something that does not have expressed permission from content owners whether you are aware or not.

Wow this is really getting more and more ridiculous. What can we do about all this besides a complete mutiny (sarcasm or is it?) I still fly my 2018 Parrot Bebop 2 FPV (Im learning with it and have been a class member of your Part 107 program since last Spring but due to work haven’t had time to focus although Im going full time Pilot Institute student starting next week as I need/want to make sure Im all set to be legal and yet still need to find a RID solution thats affordable for me as Ill only be doing aerial videos for my friend who just started her real estate company and wants me in charge of doing simple aerial shorts for her website and youtube videos. But the government really seem to be against us and they want US to buy drones for THEIR “first responders” What??? With what money??? LOL Were trying to stay afloat ourselves and they are asking for civilians to provide welfare for them? COME ON!! Seriously, can anyone help me or suggest or recommend a RID solution that is as cheap as possible just to comply with the FAA regulations. Im barely getting by due to health issues that left me unable to continue to do physical work like Ive done for the past 30 years so Im doing my best with what I have. (Parrott bebop 2 FOV LOL ) Thanks for keeping us informed and if anyone can hell me out with RID into on a budget for my bebop Id appreciate it. Happy Memorial Day weekend everyone.

I think we are fighting the "old practices" of drone use which undoubtedly tainted the commercial use of flying drones. The rules regarding use and safety, put out by the FAA and supported by most users (recreational/commercial) are really quite clear. If you got your license in the last 2-3 years and fly as a responsible pilot should, no one can dispute your methods. Most guidelines are made to make it apparent, you are the Part 107.. and not Joe "fly anytime.. anywhere". Its going to take some time to clean up this "tainted" history and have the respect of everyone viewing the industry.. be it legislators or your local Susan. As for "Chinese drones" or their manufacture of drone parts.. build a better American made drone.. and "WE THE PEOPLE".. will buy!

I get what they are trying to do, and actually agree with their end goal of Americans buying American-made products. I just think banning competition is a silly and unethical way to go about reaching their goal. I would support buying USA made drones over drones made in other countries IF they had the same quality or better. So create an incentive that causes an American drone company to come up with a better product! Don't get competitors banned, rather incentivize competition on an even playing field. Competition spurs innovation which ultimately nets a better product for the consumer (us).

what this will do is set back the american people and make them incompetent to UAV systems, Best example and most relevant example of a good use case scenario would be the Ukraine conflict. At the front were drone and fpv system operators , tinkering with Rf signal amplifiers and different antennas mix matching would only prove who is more knowledgeable on the battlefield taking that away and russia would of had an extreme upper hand and eyes in the sky at all times. sorry if i cant explain it too well but hopefully my point gets across.

I always appreciate it when the state tells people that they can't do math without a license. While I understand why these licenses exist it I do think it is sometimes a little out of hand.

Exactly, everyone should be able to create a photography-based non-engineering product. Can’t be a precision GPS-centric product used for construction, surveying, or legal land boundary purposes, etc.

It’s not the product that should be regulated, it’s the USE of the product. In this case, I wonder what the customer did with the output. If it was for informational purposes, without any “certified” label, then this is clearly overreaching on the part of the state.

Looking at DJI Air 2-3 or mini Pro 4 thank you I have my 107, but not sure how I will be using my drone, except for "good"

Why would it disqualify your part 107? There's no bill that is seeking to nullify pilot licenses. If you're saying will the DJI ban bill also ban DJI drone use for part 107 pilots then yes.

I think someone other than the DAA needs to take charge of the advocacy against Stefanik &Co. When you clearly state that the DAA is sponsored by DJI and it website maintain by DJI, the DOJ may find cause to support Stefanik’s claim. In the least, it feeds the CCP vs. Stefanik perception. IMHO, Pilot Institute has the largest following and should take up the mantle. At a minimum, encourage people to go face to face in the local Congressional Representative’s office and have a chat with the staffers or the Congressman in town. Be professional. Vic should arrange a rally in Washington.

Would be easier to enforce than flying without RID. If they really wanted to, they could just go around with a radio receiver picking up signal at DJI's communication frequency. That video transmitter blasts that frequency for miles. You could foxcatch DJI pilots very easily if they wanted to

I told you a year ago when you were praising the FAA, they are no friend and want recreational drones gone from the airspace. It was so obvious, especially when toy drones have to have tracking but private aircraft can fly at 100’ with absolutely no tracking whatsoever. I guess you need to be a real pilot to understand the rules for ADS-B for private aircraft and the airspace private aircraft can fly in with no monitoring or communication.
