For a beginner pattern this has some things that seem a little more advanced. If you haven't mastered a magic ring you can chain 4, slip stitch to join the ends, and put your 6 single crochet stitches in that ring.

I made this for a 7 year old, and it turned out so cute! Only went up to row 17 and the instructions were so easy to follow. Used stitch markers to know when to increase and decrease, and for the top of the beret I stitched 5 and slip stitched the back loop of the chain.

I would assume so, yes. You do the top part measurements as needed and do the amount of decreases as needed.

im on the 12th row ann ended up with120 single crochets and it looks like a flared skirt how do i correct?

I tried making this, and I was so confused. I'm currently at the fifth round of increasing, and it's curling up, not fitting. Am I doing something wrong, or do I just need to trust the process?

Good question! Unfortunately, I don't know. I've never crocheted with raffia yarn so I couldn't tell you either way, sorry. I wish I could be more helpful.
