ah, thats because after building it, you have to supply it with sufficient metals in order to have a rover inside- you might of launched before the dupes were able to fully stock it
For a high moral dupe it’s much better to build a great hall as it provides lots of moral and use carpets for all flooring as the speed debuff won’t matter and the -15 stress is amazing
