Honda makes grommets for those holes in the strut tower, it just depends on if you want it all to be metal or if you would be okay with grommets in the place of those holes instead

You should try doing longer welds, it looks like you're just tacking the pieces of metal together. Those miller welders are good to use but you have to know how to use them first

Try using a magnet to hold the piece of metal in place then you can tack weld it.
