I suspect that the story goes something like this: As a human, the Puppet Master was a psychotic/sadistic serial killer who kidnapped and murdered people backstage at his shows, then died/killed himself to become whatever he is now so that the police and authorities couldn't track or arrest him. He now uses the dolls (for low profile reasons) to create havoc and mayhem because he's simply f***ed in the head and enjoys causing death and tragedy for his own sadistic gratification. In other words, I personally think he's doing it For the Evulz (like for the lulz but evil), but it's possible that the Puppet Master is in some way trying to build himself a new body, or collecting the souls of the people he kills/traps in dolls to pay off his debt to whatever eldritch horror brought him back to life as an undead demonic spirit. I'm not sure what's the Puppet Master's true motive, but it can't be good no matter what it is.
