So superficially it looks like China is the top trading partner of the Philippines, but looking at the details, Manila is actually a lot more flexible when it comes to trade. After all, it wouldn't be able to stand up to China if it was more economically dependent on mainland China like the rest of ASEAN. This is actually a great opportunity for Taiwan-Philippine relations to upgrade. The Philippines can provide raw materials, cheaper labor and security ties and Taiwan can provide technology transfers, FDI and business opportunities. Military cooperation is especially a good opportunity, as Taiwan was able to create an indigenous submarine and the Philippines is looking to establish its own submarine fleet. This would be a game changer when it comes to cross straits relations.

There also needs to be talks about strategic transportation corridors from Taiwan to Cagayan in the event of the worst case scenario, not just for Filipinos but also Taiwanese people seeking asylum. In the worst case scenario, Taiwan should prepare for an escape route for their people, especially the tech professionals and their industry. We in the Philippines should also be prepared to accommodate a Taiwanese government in exile just like how India sheltered the Dalai Lama. This ironically is beneficial for the Philippines, in the worst case scenario. The point regarding submarine technology is also important when you consider that the Luzon strait historically has been a theater to some notable submarine warfare.
