In the first 2 films, the only times the terminators throw people, it's because they're just random people that are in the way. In T3 and beyond, the Terminators literally throw their *PRIMARY TARGETS* for dramatic effect. 😭
The T-800 model terminator runs off a data processing CPU that had limited extent of action parameters. Its real target would be killed on sight, not thrown. However, any interference from a non-target preventing the accomplishment of it mission would affect it's probability to engage with a calculated response being neutral or fatal. The more advanced T-1000 prototype model ran with less restricted parameters and was design to kill on sight with regard the environmental and social atmosphere surrounding it. This made the the T-1000 easier to blend with its targets and less obvious to identify as a terminator. The sequels starting with part 3, really ignored that theory.
Haven't seen the last 2, but man, that stunt of that guy lifting Arnold up and smashing him into the ceiling is some of the most amateur wire-work I've ever seen. Everything after T2 looks like a videogame, even the newest one. 30 years of CGI used in movies, and it still can't beat the real thing.
