I think the joke is more about how many Jewish people become doctors and therefore better healthcare. Also it changed to some drug bust gone wrong for why Joe does not have his legs, said he wanted others to think the Xmas story

America has a weird history & relationship with alcohol. It's like the Puritan sentiment that founded you guys back in 1620 has left over some cultural reach, and a weird relationship with alcohol is one of them.
“Arbitrary Age Limits” In a previous episode, Brian held an intervention for Stewie because the latter was getting drunk on cough medicine and injured another kid in a big-wheel accident. He should know that age limits on drinking exist for a good reason. Then again, Brian is a dirtbag and an alcoholic himself, so maybe I’m expecting too much of him.

OK, so a few people in the comments seem to be confused why without Christianity Joe can walk here’s a bit bit of an explanation. Without Christianity Christmas never existed. So Jewish holidays would be more prominent and since Christmas never existed Joe never got paralyzed on Christmas on Christmas Eve by the gentleman he was chasing. Therefore, he can walk. It’s called the butterfly effect.
This could imply that Joe has so much raw power that in a universe where Christianity existed, the divine powers decided that nerfing Joe was the only way to protect the universe
