Feng is relatively easy to pick up yes. However he's tricky to master. You can do lots of unga bunga style stuff and evasive trolling with Feng, as well as ridiculously easy but HIGHLY damaging wall combos, and his 50/50 at the wall is ridiculous. He is a top 3 or 4 character in the game currently, in my opinion. However in advanced play there's a lot of nuance, patience, and frame knowledge you need to play him optimally. Most people up in Blue ranks aren't gonna fall for your b1 or Sabaki setups, 80% of the time they'll block every sweep you do, and most importantly they'll stay a light-year away from you, waiting for you to commit, miss a poke, or make a single mistake because that's Feng's biggest weakness. So you gotta get a little more creative to approach those situations.
