At least from Old Testament, the only confirmed way to really kill Accelerator is to absolutely starve him of oxygen. And I don't know if that weakness even still stands in New Testament, cause at least at the end of OT, dude has all but obtained the power of angels. Nothing Goku can do would be outside of Accelerator's understanding, so none of his attacks could get through. The first thing that came to mind for me was Gilgamesh from Fate. When I was trying to think of characters that would survive a blast that would destroy the planet they are standing on, the ability to create an alternate reality where thousands of legendary swords bend to your will seems like it might be a decent option. All attacks/weapons/everything, even an attack without the intent to harm him seems to be reflected (Code once used him as a shield), but I think the issue with using him in a Goku fight is that, he is always seen reflecting attacks when he's holding onto somebody. I don't think there's any evidence that he can just reflect in a one-on-one scenario, it seems like he needs a third party to be in contact with. Goku loses to any competent powerful fighter. It's his trope. That's why he has the highest amount of losses for a shounen MC. He loses then trains, gains a new powerup, or has his friends step in to save the day(e.g. vegeta, saiyan saga). The only time he definitively wins on a first fight is if the opponent is a complete weakling or he HAS to win, as in the story will 100% end if he loses.

Not even the creator or author of her own fiction can beat her, she controls all fiction and can rewrite even her own story so if the writer tries to make her lose she's immune to that. Regulus Corneas (Re:Zero) - With Lion's Heart, he is immune to any of Goku's attacks. With Lion's Heart + Little King, he can maintain his invincibility for any amount of time. The only way to negate his Authority would be to kill his wives, but Goku is bound by his personality to never harm innocents, and also, he doesn't have enough intelligence to figure out Regulus' source of power. Of course, this will possibly result in an indefinite stalemate, because Regulus lacks the kind of attack that can actually kill Goku, and this is the reason this guy is placed as an honorable mention. (Honorable Mention). Giorno Giovanna & Gold Experience Requiem (JJBA) - I'll say it, he probably can't defeat Goku. But he can negate his attacks with Return to Zero to induce an indefinite stalemate. (Honorable Mention). With her Authority over the very planet, she can defeat Goku, but it might be a hard fight if he instantly goes to his greatest forms. 9. Shiki Tohno / Shiki Ryougi (Nasuverse) - With Mystic Eyes of Death Perception, they can kill Goku with a single strike. However, they are placed this low because there is no chance that Goku will allow the landing of that strike, especially with Ultra Instinct. And he can kill them with a single strike anyway. So, both can ohko each other, but Goku doesn't know that Shiki can ohko him, because he can gauge a warrior's strength, and so Goku has a higher chance of losing. 8. Anos Voldigoad (Misfit of the Demon Academy) - He can probably easily destroy him. Maybe. I only watched a little of the anime so I don't know exactly. But he can probably do it with his sword. 7. Im surprised that Issei Hyoudou (High school DxD) wasnt mentioned on the list. Considering how his Sacred Gear (Boosted Gear)doubles his powers almost Indefinitely. Add on his Divide Gear he acquired from the White Dragon he's able to Divide his opponent's powers (by half ) almost indefinitely too.
