Im not sure about my answer, but i think its because they are telling the cars to give way on the firetruck by using their hands to signal. For example at 1:08

looks like their trucks doesn’t have enough space for everybody so some just sit on top. pretty unsafe but i guess that’s how it is there

@@ArloC it's a joke. Because it's funny and ridiculous at the same time that there are people on the roof waving to warn others that they have to move out of the way. That's where the flashing lights and screaming sirens are for. And besides that, it's extremely dangerous.
