Netarts Bay in Oregon is a 'canary in the coal mine' for oyster not being able to survive the increasing acidification of the oceans due to increases in CO2. They would be extinct there, but for an intensive effort by the local government to raise the young in protected ponds until they have passed through a critical, acid sensitive period of their development. It is happening earlier there than the rest of the world due to local currents making water more acidic than normal there. The journal Science has good articles about it.

Can the acid/limonenes in lemon juice kill/neutralize vibrio? Vinegars, as well? What could be eaten with raw oysters to destroy any vibrio infection?

No the acid/lime cannot kill Vibrio. Cooking it would kill Vibrio.
