Neil DeGrasse Tyson pops in: the vocal sac is a flexible membrane of skin possessed by most male frogs. The purpose of the vocal sac is usually as an amplification of their mating or advertisement call meaning that Frogger is using it to call the princess. Frogger could not use his vocal sac to float as he will fall.

The fact that this is the third time i've seen this game rise back into prominence terrifies me. This was the first game i ever played where I genuinely registered that it was a bad game as I was playing it. I'd played lots of bad games before, but it never hit me that it wasn't always my fault when I saw just how broken this game was.
