As usual, the LAPD didn't end the chase. A Toyota Tacoma-driving citizen did, and used a nice truck to do so. He will get a warning not to get involved instead of a reward. Sad but true.

Pickup driver should be awarded a brave citizen medal for stopping this usual suspect from running. Also, only a handful of LAPD knows how to execute the pit maneuver, it's embarrassing they let this criminal run for so long.
Its not that they cant stop him, they dont want to stop him there. If they box him in the middle of civilians, then eventual shootout puts everyone in much bigger danger than he did while driving. That pickup driver just put in danger everyone around him. That pickup driver didnt probably considered for a second a posibility of that suspect, after being boxed in to jump out of the car and try to shot his way out of there.
And the guy came out of the window because he tried to open the door from the outside but it was locked, instead of risking being shot for reaching for the handle from the inside he chose to climb out the window. He did what he had to to get out alive and face the consequences of his actions

Thanks to that private citizen for showing police how to immobilize the vehicle-- when it moves, move up; it moves again, immediately move up again. Don't give him even an inch. Countless times I see the police cars stop a few feet away, giving the suspect all the room he needs to ram his way out over and over again.
Yeah, cops seem afraid to scuff their bumpers. I've seen this so many times and the perp gets away because cops can't figure out how to box someone in.
You don’t know if they’re carrying a gun. I think a good rule of thumb is always assume they’re carrying. You never know how many. So I understand why you wouldn’t just do what the truck driver did. The truck driver was risking it all in that moment.

I'm a retired cop and if that had been me there, that's EXACTLY what I would have done. If he had been armed, I would have a large engine block between us, so I wouldn't be very worried. But you're right-- the truck driver was taking a risk, and that's what makes him a hero in this situation. Most people would not take such a risk, and that's the difference between most people and a hero doing the right thing to stop a bad dangerous man.

Doing something simple in 2 seconds that the cops couldn't figure out in an hour. Not to mention, the cops stopped about 5 feet behind him instead of coming right up on his bumper. He could have gotten away. Are the cops worried about scuffing their bumpers but a private citizen in a newer truck isn't?

You don't want to engage with a suspect in such an area because he might get desperate and start shooting at the cops (or the guy blocking him), then the cops will shoot back. And they are surrounded by civilians. You see now why this is not a good idea?
I think it's a matter of time before some thief gets seriously hurt by a vigilante or angry business owner. Seriously hurt as in having their head smashed by a baseball bat or get shot. Wouldn't rule out being held captive and a hand getting cut off and put in an ice bucket as punishment.
