If ever you wonder why the prisons are such disorganized dumps, where everything from drugs to weapons pass by security daily, you need only see the entire guard staff OUSTIDE of their area of responsibility to figure out the break down in effective security enforcement.

So second officer tries saying he may not know the property line. Maybe before you make commands issuing orders - find out where your authority starts and stops. When an unknown person in a cop costume asks for your ID, you should immediately ask who they are. If they won't ID themselves then they are just clowns in a costume. Still a nice audit!

I've always thought that rooftop lights look like Tupperware containers. I said that to a cop once...after he had thought about it for a while..he burst out laughing..I don't think he ever looked at his light bar the same way again. He has since retired from the force. He is a good bloke.

When you assert your constitutional right it's "You're being uncooperative' and when you raise a valid law or statute that nullifies what policy or made up law they just said it's always "I'm not going to play these games with you'. They play stupid and act like they don't know what you're right are until you assert them -and for those who don't know their rights they willingly give up their First and Fourth constitutional rights, and allot of them say "Thank you' to the police office after the encounter is over. Lived and worked in the Tehachapi area in the mid-to-late 70's, first in Bear Valley Springs and then moved to the Cummings Valley within sight of the prison while working at Stallion Springs. Knew the assistant warden fairly well as his son worked with me at BVS and later became a roommate at Cal Poly. Nice man who would have reamed those guards with a barbed wire probe. The prison is well outside the city limits and was originally used to house women, though it was a men's facility by the time I lived nearby. Never had trouble with any LEO's except the ones in the town of Tehachapi, itself. They had a terrible reputation and were known to hassle the younger residents, especially the high school kids. Worked at BVS with a woman whose husband was a cop in town and she used to tell me how bad the cops, including her husband, treated people. As an aside, the assistant warden once talked with me about the times he had spoken with Charles Manson during his time working in the penal system. One comment he made was that Manson was the scariest person he had ever met, even though he was securely locked up and chained for those interviews.

Very interesting situation. Google maps does not go past the outer signs onto the CCI property. The Google camera stops outside before the road splits and divides. You may well be on the restricted CCI domain.

Did you cross onto their property at the first sign, or is that a public highway along the prison property? From my research while watching the video you are on Valley Road. Valley Road is State Highway 202 with prison property on both sides of the highway easement. You would think a Sergeant, would know where his boundaries are. I remember those type California hills from my time at Fort, Ord.
