France doesn't press and consequently they don't get possession in the opponent's half with its defense being vulnerable so France have to start every attack from their half with the opponent's defense set. This makes them very predictable and nullifies a lot of their attackers strengths. You can clearly see in the video why the referee did not give the penalty, he gestured showing that the hand was next to the body. Now maybe that's why VAR did not interfere, they knew the rule and decided it applies here. But if that "rule" is kept, every defender can start positioning himself with the hands stretched behind him, making himself twice as wide basically. And as long as the hands are behind the shoulders and pointing down, no penalty. Laughable stuff.
