I get this is a joke, and it is funny, but for those who have never actually watched that much of the show. "Winter is Coming" Is much more symbolic then just weather. I could get into a long essay of this but for sake of time I'll simplify it. Basically it means that dark times are ahead.

The words of Starks are neither bold statements for others to remember them by. It is a warning and a reminder. In both the spring and summer, we can have what we want and we are free to make any decision and take any action as well as pursue any ideals. This leads to chaos and conflict as the ideals become a Dogma. In the end, we lose all that we need to survive against the true enemy and a force of nature, the Winter. As we are broken and lost, we will struggle the cold and many will die because there is no supplies for survival as we destroyed and robbed them in the name of our ideals and freedom. To keep one man/ one group's freedom, wars are waged and when there is a need for survival, everything is lost.
It used to arrive earlier before the climate change. Also, Canadians are never ready for it, lol. Every year they react as if they had never seen snow before.

"Winter is coming" line hits different now with gas supply shortages in EU countries...
Having "winter is coming" as your words sounds ominous in the series, because the winter happens to be actually coming. But imagine how weird that'd sound in spring, like they're the house of pessimism porn.

Question, how do they tell when a year passes? We tell because it gets cold every year and it’s been three “years” since the last winter. So how do they tell years?
That's a good question. I think there's still natural variation through out the year, they still need to sew and harvest crops and stuff. What they call "Summer" and "Winter" are just bigger concepts of severe climate change. So they probably keep track of the natural variation with the moon as months and get enough for a cycle or year. My besy guess, I'm not really sure if there's an official answer.
I agree with others, the ending of Game of Thrones and of winter was awful. Denyares never should've gone mad and bad. They should've extended the series for another season and had the white walkers reach kings landing and only be defeated at the final hour. And what was all the drivel about not wanting kings? Certainly, absolute dictators are bad news, but a constitutional monarchy is better than a republic. It provides a better balance of power. And apart from being just plain wrong, such personal opinions had no place in the story
