The Niners are inherently protective toward one another. Some of that is the "unit cohesion" Aramaki and the Major fostered among the group, and some of that is natural growth. Nonetheless, there's a special place in Batou's mechanized heart for the most vulnerable-yet no less valiant-of the team. It could be argued the same could be said of Kusanagi.
Everyone sees Togusa as fleshy, family-driven little brother. The rest of them are mostly metal, with no children. Edit: I think Togusa is also the only one without military experience, he was poached as a cop.

I guess it does make complete sense and not a cop out then if you pay attention closely. It's been a minute since I've seen the movie but I didn't pick up on that.
Man I wish I could love this movie just for this scene because it's such a tense moment but it's immediately ruined only a few seconds after you cut it off. (And I'm a Togusa fan.)
