This still happens alot in Santa Monica right next to my job everyday. I see uniform officers and Public works all parking illegally and eating every morning while on the job.
A good Mobile Device Management installed on equipment would solve this problem. And then a supervisor that pays attention to where the employees are and punishes those who take advantage of the system.

Nothing will be done about it. Why? Because most politicians and government workers are in on it. Basically, supervisors don't want to go around firing workers for not doing their jobs, taking extra long breaks, leaving work early, having redundant job positions, getting paid way too much for what they do, etc., because it's exactly what most supervisors and the people above them do. Government, it's a sweet gig.
Gotta love that taxpayer money at work. It's so common in California to see road workers standing around doing absolutely nothing. Alot of times it's sub'd out work and even those companies will have 2 guys working and 5 more standing around doing nothing. Must have been a profitable bid that was accepted if the company can afford 5 guys doing jack shit while only 2 work. California is ripe for this kind of excess.....sad but it's very common here...

Huh?!? If this were true then it would not have become home to Silicon Valley and the birthplace of some many startups. There is actually a truly killer work ethic here, people work too many hours and hustle so hard it creates a work/home life imbalance. Not to mention the thousands of 'pickers' that come here to get the rest of the U.S. their fruits and vegetables which are largely grown here. Sooo you are way off base. Maybe it's different for city employees or the like, but it's certainly not the norm or a state wide work ethic. I've been here 50 years and never been around this type of behavior as a norm, just individuals occasionally who are slackers..

I work for LADWP, and this kind of abuse pisses me off! Very few employees do this, and the few that do, and get caught, give the department, and all employees, a bad name. Bologna. More are lazy nepotistic hires than not. Laborer in local 589 for 5 years. Entered as a JOURNEYMAN at 24 because I worked from 10 years old on and knew my shit. I was first or second ON EVERY JOB I ever got. I did anything asked of me. I never complained. I would work on holidays, off the clock, through breaks.....I wanted permanent hire and never got close. Never advanced on the list. Why? I didn't kiss enough ass or use my family name to get preference. I watched dudes who did jack shit all day on a job site get job after job because they were either friends or family of the unions head here.....don't you tell me that it's a minority pulling this shit. I have seen otherwise.

Dirk Diggler I've had tacos, burgers, pizza, spaghetti etc or eat breakfast foods at dinner time so Im definitely not dawging anyone who does. It's just never crossed my mind. For some reason I'm just used to eating in evening. Here in Canada Chinese food places don't even open untill lunch....

Union Employees and Public Works employees are very similar: Entitled and lazy. And I used to be a Public Works employee. I know first hand how super lazy and unproductive these people are. Bad supervision lets it happen. No accountability, until a reporter starts sniffing around.

Myself and a few employees were just talking about this the other day. Our boss said we can't stop at the donut shop for even 5 minutes once we clock in and hit the road,he said it isn't right. Look,I can completely understand if you're doing what they're doing or going to sit down at freaking shoneys for half an hour or more which is completely understandable. I'm a grown ass man and we bust our asses all damn day for not really good pay yet we also keep our mouths shut and we produce productivity every single day and always get everything done. Yet we can't stop by and even grab something in the morning from a store for seriously like no more than 5 minutes?? Pshhhhh,like hell I can't and like hell I won't. We ask for 1 simple thing and oh by the way,we hardly ever take the 30 minute lunch we get much less the 2 15 minute breaks we get as well. Companies are becoming stupid.

Nate well let me tell you like this not every day is a working day some days you have to wait for permits some days you have to let the machines do the work it's not as easy as you people may think there's a lot of red tape and bullshit that goes on in the work that we do but the work gets done if people really wants to worry about where their tax dollars are going they need to look more closely at the police because they're not protecting or serving their just killing. But back to what I was saying not every job has to do with manual labor computers do most of the work where just there to make sure everything is working so at whatever or however people think about us we still trying to earn a dollar to take care of our families just like you just like me just like anyone else we pay taxes to if not more.

DWP, they have hefty paychecks for using work time hours for themselves. Corruption is like a gangrene...spreads quietly and rapidly. They've been used to that and they have just been discovered. Great!

Actually field workers can take breaks in the first and last hour of the day. It does not make sense to climb a 60ft pole 2 hours later to climb down after securing work and taking a 15 min break then climbing back up and unsecured work and continuing. 45 min waste in this process. So union rules say we can break in first and last hour. Try the JFOB where lunches are an hour minimum and breaks are hourly
I work for a public entity. I show up at the agreed upon time each morning monday thru friday ready to work. How management chooses to utilize me is up to them. Somedays i work the whole day, somedays not. I do know that any work given to me by management is completed the same day unless specified beforehand that it could take multiple days. Somedays i finish the job well before my 8 hours is up, in that case my boss says as long as i dont get caught sleeping or steal anything and answer my work phone when called im good.
They need to investigate the DMV! That place is a clusterfuck of people just doing nothing but making your visits take hours, while they chat away on their phones.
They now have cut down their 1 hour breakfast to 30 minutes and their 2 hour lunch to 1:30. When all together, they should only be taking 1 hour. It keeps happening. That's for sure.

Can someone tell me what DWP stands for in "American" ? I once worked for the UK "Department of Work and Pensions" and witnessed the same depravity on a daily basis, all of which I'm putting in a future publication, aimed at reforming UK "civil service" practices. Google just aint my friend today, it seems.
The system is what it is. You're always going to get people who take advantage like this. If we privatize a department like this, they'll make it a part time job with crap benefits and not only will you get slackers but you'll get people who do lousy, sloppy work and create hazards because they have nothing to lose.
...the ridiculous mayor asked the thieving corrupt city workers to investigate themselves, (and we all know how scared those untouchable employees were about that.) A responsible mayor would demand the names of every city employee shown in the video and then demand they be fired immediately (and charged with fraud,) as well as having their incompetent supervisors fired too!
