Goodyear welts are widely seen as the mark of a solid pair of boots. It refers to a strip of material (usually leather) fit between the leather upper and the sole. The upper and the sole are attached to the welt, but they're not attached to each other. This makes it way easier to resole and it also provides a tight seal against water, so these boots are water resistant.
4 Types of Goodyear Welts
270-degree (or 3/4 welt): The stitching ends around the heel, making for a sleeker looking heel. It's not as water resistant though.

360-degree (or full welt): The stitching goes all the way around the heel.
Storm welt: The welt is wider and curls up over the upper. This makes it even more water resistant and helps prevent muck and grime getting into the stitching.
Split reverse welt: Like a storm welt, but the welt is split into three-ish pieces, making it slightly more flexible.

Other Types of Boot Construction
Blake stitch: More common in dress shoes, the upper is sewn right into the sole. Way lighter and more flexible, but not water resistant.

Blake Rapid stitch: A compromise between Blake and Goodyear, the stitching goes through the midsole instead of a welt. More lightweight and easier to resole than a Blake.

Norwegian Welt: Notable for two rows of stitching, it's way harder to resole but about the most waterproof you can make a pair of boots.
