I started working on this yesterday as I am resplacing alternator, harmonic balancer, condensor and compressor all together and found it really difficult the way Toyota designed the front bumper attachment. Difficult location of the top screws and different type of nuts instead of using standard screws that they use at other locations. I did this on ES330 too and it was a peace of cake just because of extremely well thought of easy pull out design. I felt like the design engineer for GS300's bumper should have been fired from his job.
It is foam. I don’t believe it is really needed. However, your bumper may sag a bit. If you want to have foam in there, I would suggest either buying the part off eBay or from a junkyard. You could also buy a long piece of it from a Home Depot or lowes store and trim it to fit. Please feel free to HMU with any additional questions.
GSBOYZ they fit well. However, they are very wide and the aggressive offset causes them to poke a little in front. If you are lowered more than 1” in front, you’ll rub for sure. I have about 1/8” space at 3/4 turn.
