GTA San Andreas Pier 69 

Using Jizzy Bs phone, CJ discovers the location of the next meeting between Ryder and the Loco Syndicate. CJ calls Cesar who meets him on a rooftop opposite pier 69.
Use the sniper rifle to take out the San Fierro Rifa who are acting as security, then go down and fight through the remaining gang members to reach T Bone. After dealing with T Bone, chase down Ryder and kill him.
