It's a completely ambiguous structure where you have to assume Hamas is the passive object clause if you want to think Hamas has been the one offered a ceasefire.

It is common for news titles to leave out "was". e.g. "Convicted felon granted a generous deal, Judge says" This doesn't mean the felon offered a deal, it means he WAS offered a deal. They do this with other verbs as well. e.g. "City in ruins, witness says" This means the city lies in ruins. Not that there is a city inside some ruins.
