It is possible the Queen had prior info that the Orthodox Jew would not shake her hand and hence did not proffer her hand staving off an embarrassing situation. Socities' norms pressure its members to follow its norms. In America If I went to a job interview and saw that the interviewer was a woman dressed like you, I would extend my hand because that is what is customary.

I have severe OCD as well, i get severe anxiety through touching or shacking hands with people. I don't even like touching handles and i spend most of my time washing my hands everytime i touch something that i think unclean even when it is clean. If she meant to accept the bouquet she would most certainly have curved her fingers. She accepted the bouquet and then proffered her hand again which Fahad declined. I read the English transcript of post incident interview. The lady explained her point with a calm demeanor, smiling face and even, gentle voice. Fahad too was calm, no doubt. I wouldn't say either of them was rude to the other.
