Russia was supposed to withdraw its support for the rebels, remove its forces from the Donbas and return control over to Ukraine under the supervision of the OSCE. Russia did none of these, they violated Minsk on day one.

Putin attacked Ukraine and it was important for him that the West did not interfere with him in this. In recent years, Putin has received a lot of support from the West, especially from Merkel, Orban and Trump, and this despite Russian aggression in recent years in Moldova, Georgia, Crimea, Donbass, Aleppo and the "Novichok" poisoning. And now Putin is very hopeful that the West will reduce assistance to Ukraine and he will get his way.
Merkel and Macron are world statesmen for a reason. They know that you need to keep talking, to keep building ties with your 'enemy'. Why does china not join russia? Because china has deep economic ties with the west. Just because you lack the skills to sit down with your enemies to find common ground doesn't mean it's a useless exercise.
