Herbert could be good if the effect was that it made three effect. Like it's a random combination of the three things like Draw 1 weapon, Discover 0 spells, Discard 2 minions. That would probably be the worst result in most decks, but it could also be Draw 1 minions, Discover 2 spells, discard 0 weapons. Then it might be played in many decks, even if you might get screwed sometimes

Herbert highest roller is an awfully designed card. Whilst it is balanced because it is too weak and would never see play it has the potential to extreme high roll with RNG. It also suffers from the problem that other high roll cards (such as yog) don't have which is that the high roll potential is boring and not fun to play against. The high roll is boring as a draw 2 affect that tutors isn't flashy and only provides the person that plays it with good resources. On the other hand a card like rafaam that has similar RNG of creating resources has an interesting element where the cards the player has are unlikely to have synergy with each other. It limits both players knowledge of the cards in your deck in a way that makes games more engaging and causes multiple other interesting and underplayed cards to be used because of the RNG. Additionally hubert highest roller wouldn't even be an interesting legendary to get from a RNG effect like rafaam due to how weak it is. compared other weak legendarys such as millhouse manastorm which is just as weak with a high roll potential and most importantly that highroll potential is interactive and depends on what spell the opponent has. Herbert is not interactive bad RNG that has the boring yet game deciding effect of either gaining or losing cards.
