Slugger can one-shot 16 devastators in a row. I dont think any other primary weapon will beat that DPM to devastators. Dominator has more sluggish handling, so i often have to take more shots, plus the muzzle spray makes me miss a lot more. The slugger has a much better sight, in my opinion. The punisher is good for hunters and stalkers with the stagger, and the spread and ammo economy help keep hordes of them at bay for a long time, and breach-loading can help extend that time to minutes of consistent DPS. Whereas the Breaker: you can get jumped while reloading. In my opinion they both belong above average, with breaker and dominator still higher. I'd put the plasma cutter w the slugger and punisher, not top, bc i really find it struggles one way or another: be it reloading constantly, having to mag dump just to kill a medium, and really actually being kinda niche. It kills a lot but not quickly w all the reloading. Like a slugger will one-shot its target, so the plasma is actually slower except for walkers and chaff. You can use a sidearm for chaff. Walkers: a grenade. Devastators, however, are the most likely to kill you, so one should prioritize that DPS toward them. Walkers do not deserve a weapon specific for them: they can be flanked w a sidearm.
