"THAT CULTURE" has been thriving, growing and spreading since the 1970's here in Los Angeles. I grew up in it and I'm 57. It's permeated most black communities. It's now "mainstream", promoted at the Oscar's, sporting events, music, movies, you name it. Try to RAISE the educational standards for black children and see what kind of anger and hostility you receive. "Personal Accountability", "Self Sufficiency" and "Responsibility" will be rejected among and within that community. Good luck citizens of Baltimore, you've got a long unpleasant road ahead.
Want to know how to fix Baltimore City? Have parents who actually care about their kids and raise them to be productive adults. I watched a video last week of a mother complaining that her son wasn't graduating because he didn't pass any classes and has to go back to the ninth grade. They also mentioned he missed 287 days of class, and never passed any class. How as a parent do you send your child to school for 4 years, and never ask for a report card, or not realize they never go to school. I say this daily as a resident and will never stop. IT STARTS and ENDS with parenting, not the government and not the schools. One last thing there is a ton of corruption at the school level, Baltimore City receives more money per child than any other school in Maryland, yet they never fix anything and they never actually invest it in the schools. So uppers are taking the money and ruining childrens futures.
Agreed,.....why don't they discuss the culture of having kids that you don't want,....don't want to raise,.....and then always sticking the taxpayer with the bills and social ills.
By the time they're in the streets raising HELL, it's too late for PARENTING. PRISON is what's needed and PUNISHMENT needs to be more than an abstract concept.
It'll never stop because Hollywood makes too much money off of these people. They'll never stop making entertainment with these ignorant people doing evil things to each other because they love watching it, living it, and sipping on tea talking drama.

I was at the budget meeting last Saturday! 4.1 billion dollars is the Mayor’s Budget! Not one dime was talked about for our inner city communities! We have only 43 multi purpose centers In Baltimore City! Keep waiting on our politicians and local leaders to help Us
The blame starts with the men and women who continue having kids with no plan to raise or nurture them. These are the same Parents who are unwilling to work and provide for their kids. Also, our culture is broken because of our renewed commitment to HOOD culture pushed to us by Hollywood and the Gangster Rap Music industry. Also, just look around who the perceived leaders are in our communities: Rappers, Athletes, Drug Dealers, Criminals. We have allowed outsides forces to convince us that education is a bad thing which is why positions like Doctors, Lawyers, Engineers, Banker are devalued. There was a time in our history where those roles were the major voices in our communities but now they have been replaced with people who in most cases might have graduated from high school in some cases. With that said, the biggest villains are the people we vote for every 2 and 4 years who know what the roots causes are that continue to rob generations of hope, but they are all bought and pay for, so they continue to lie to the people, so they can maintain power and status. We vote blindly for politicians who look like us, and they never do anything to help improve the lives of their citizens, all they do is say what they have been told to say, which is “ The Man is holding you back, The man doesn’t want you to succeed, The Police are hunting you, etc.”. What amazes me is they have become highly successful people from the same neighborhoods, and somehow they manage to raise and nurture high successful black children in the same neighborhoods, so why did the Man allow them to succeed?
This dysfunction is the historical deterioration of trust in the relationship between the community and law enforcement. Systemic or perpetual regulatory gun use or violent acts that leads to murder, aggressive acts, and harm is dysfunction, and there is a very fine line between aggressor activity and and victimization that has been defined within laws and policy that certain individuals can easily cross and remain undetected or recognized. And an individual’s, professional or otherwise, informal choice to adapt to systemic dysfunction, cause harm versus protection and self-preservation, is not any comparison to systemic non-ethical promotions of violence beyond mild aggression, from professional or none professional persons. Now all must define a ‘culture of safety’.
Who do I blame, I blame the leaders of the city. When Governor Hogan wanted to send the National Guard to the city to help stop the violence Mayor Scott would not accept help from a Republican Governor. Partisan politics is the game the democrats play.

It’s the community that has to come together and build back up in our own communities! Our local leaders and elected officials has turned their backs on the inner city communities!

Start by diverting funds to properly fund schools and school activities...encourage programs that get the community involved in cleanup and connecting,then have churches help with organizing local events... we are so separated that we can't seen how close we really are to each other,that creates so much chaos when individuals don't care enough about their children's futures and that they only live day by day. We have to teach that we Need to understand politics to see who is really taking action or who is just there to CON the people into tax funds that go into the wrong pocket. EVERBODY HAS A PRICE..
