For especially fine cracks, or for putty that has shrunk a little too much, there is also dissolved putty, and if you are left with sanding scratches but really don't want to remove any more material, there is gap filling primer in a variety of grit sizes. Mr. Hobby makes my favorites of both these products.

I like to thin my putties with alcohol (water based) or Mr paint thinner 400 (epoxy based). Then you can use a syringe with a 'football needle' in it to lay a thin line into a deep crevice or wing root without smearing it all over the place trying to get it into a crack. Also, with superglue, use superglue remover to thin it after applying it to the model so you can smooth it off before it dries to avoid requiring much sanding (or at all).

You said to sand across the seam and not with the seam or a step will be created. What is a step?

Not sure exactly what he meant, but if you sand with the seam, you run the risk of sandpaper grit digging into the seam filler. Going across the grain will generally leave the seam filler fully flush with the plastic on either side without any gouges. Also, if the plastic isn't even on either side of the gap, sanding across will even that out and leave a smooth transition of filler, whereas sanding with the gap could leave the high side uneven with the gap filler. Come to think of it, that might have been what he meant by creating a step - the high side of the gap will look like a step up from the seam.
