At some point you don't need a language learning game and just switch the language on a 'normal' game to get the input.

About funding of the language learning games, or educational games in general: It might be a good idea to try to get the public funding from e.g. the ministry of education, or from some foundations supporting educational purposes. By this way you can cover at least some costs of the development, and therefore make it more affordable. Or, if you are very lucky, the funding covers all your costs and you are able to release it for free.
