In my opinion no ones unattractive they are just unfit. Play a sport or go to the gym. It's such a basic advice that it has become a cliche, but that's the plain medicine in sight. However your facial features are if you look lean and sharp and have a good body shape you will never look unattractive. Couple that with the confidence you get from finally quitting your bad habits and doing things that are not enjoyable but necessary like exercising and diet you are already there.

Not always, it's all about how you look. I stared at this new girl for ages. She was by my side for days like a magnet, and wanted to go out / swap contact details. The only time a girl expressed a problem with me staring was after I showed less interest in other ways. She questioned the staring because she wanted validation, yet when she was more certain I was interested, she'd also stare, and had no problems with me doing the same.

If you are standing somewhere staring and she's avoiding your sight, she's not making eye contact back or she does but looks annoyed/disgusted and you take that as a sign of she likes you, yeah that's wrong and comes over as creepy. About touching; it comes after you've made eye contact and talked to her. They should've made the point of "pay close attention to the girl's face and body language, if she shows the slightest bit of disgust, back away and apologise" more clear. Women want the physical elements if they're genuinely attracted to the guy, the problems arise when the guy ASSUMES the girl must be attracted to them with no attention to the girls reaction or thinking "Is she just being polite or does she seem genuinely interested in me" or the guy thinks that they can intimidate her to get what they want so they go into harass-mode. That's creepy and unattractive as fuck. Otherwise you have nothing to worry about.
