No, the backups are kept within the "Microsoft 365 data trust boundary" according to Microsoft. I don't believe Azure is inside that boundary. In any case, it's not a location you can access directly. It's accessible only via the M365 Backup interface and via its APIs.
Just for billing. Azure has the billing model that M365 Backup needs. The M365 Admin Center is better for more flat-rate types of billing, but not consumption-based billing.

Any backup system will cost $$$. There's a lot of storage space needed to back up something like SharePoint. At least we've got an option from Microsoft instead of using a 3rd party vendor.
