Depends on the person, having such a direct approach my scare them. I'll put myself as an example, one day when I was leaving home a girl in a bus stop just approach me and asked for my number, it was so sudden that my first reaction was saying no because I am an introvert person and was some sort of defence mechanism.
This was suggested to me and I have no idea why. But as a guy... here is my advice on how to cold approach as a girl just do it. I promise even if we reject you it will mean the world to us. The amount of respect I have for women who cold approach is insane.
I think men are really hesitant about approaching woman they don't know, justifiably so as it is offensive to a certain percentage of women. I give you a lot of credit for approaching him. At least you know for sure and you won't be asking yourself, "What if?"
