The skeleton horse is rare it’s self but will always get zapped when a player comes within 10 blocks of it.

it is one of the rarest things probably like the 13th or 14th i know what number one is AKA a end portal that is fully spawned

It’s a skeleton trap

There's a 1.5% to 4% chance (depending on regional difficulty) for a skeleton horse trap to spawn on every lightning strike. They despawn after 15 minutes if not set off, but will always explode into the horsemen if approached by a player. You should approach one if you see it. Be careful fighting the skeletons, it's easy to kill the horses by accident (or have them kill their own horses shooting at you), but you can always just run away and wait for them to die in the daylight. The reason you always want to fight the skeletons is because the skeleton horse is actually the fastest horse you can get. It does sink in water, but doesn't drown, so you can use it to run around on the bottom of the ocean if you bring Water Breathing. And who wouldn't want four cool skeleton horses? Edit: if you want to increase your chances, don't sleep through thunderstorms. Also, go up to a high place during the thunderstorm (Minecraft lightning doesn't strike higher places more often) and look around, so you'll hopefully spot it if a skeleton trap spawns. I built a high lookout point on my base and kept night vision potions up there while I was trying to get skeleton horses, and I did spot a trap! Unfortunately the skeletons shot all but one of the horses because they got in a fight with each other, so I think I'll still be looking for awhile, to see if I can get more.
