I Created my own Self Sufficient City! - Lords and Villeins (The Great Houses DLC) 

Lords and Villeins just released the Great Houses DLC which allows you to interact and trade with other noble settlements through a Civilization styled map.
In this game, you set up a town, give families a place to build their house, zone a work/shop area, and more. The gameplay reminds me a lot of Rimworld but you are not directly in control of the people.
