The conceit of dictatorial power is that the dictator only has legitimate power _while he is actually in power_ - when he dies, there are technically two options: He selects an heir with the appropriate skills to lead, or his leadership staff competes for the position of the dictator (in the many forms of murder, blackmailing, intimidation, etc.). In practice it will always come down to the general staff competition, the heir just gets a headstart on making power plays. Unless there are some abstract qualities you can tie to the cutthroat measures I mentioned (and those I didn't), the only thing the transfer of power in a dictatorship selects for is the ability to neuter your opponents. We can see this express itself in the most common form of dictatorship being ones led by militaries, not because they're more qualified for solving problems like famine and brain drain, but because they are automatically always in a position to gun down competing branches of the government before they can make powerplays.

Have you read Pla-ato's _Republic_? It is not a long book, and very funny, but it summarises the various philosophies lionising the different forms of government and what motivated the reasoning, while pointing out how none of them are adequate.
